GENEVA - April 23, 2026 -Geneva, Switsaland - Geneva Justice Association Today Disclose the complaint, also submitted directly to FDC Secretary Ricky D. Dixon, centers on E-Dorm — E Dorm unit housing inmates enrolled in rehabilitative programs including Faith & Character, Betterment, and Ashland University coursework. Unit Manager Darlene Daniels, who supervises the dorm, is named in the complaint across multiple categories of alleged misconduct.

Among the allegations: contraband introduction, fabricated disciplinary reports, retaliation against inmates who decline to cooperate with informant requests, nepotism involving a family member housed within the unit, and racially biased conduct. The complaint also alleges that prior administrative action against Daniels proved ineffective, and that fellow staff members have warned inmates away from direct contact with her.

The whistleblower characterizes the conduct as ongoing and has requested an independent OIG investigation, temporary reassignment of Daniels pending review, witness protections, and a full audit of disciplinary records and transfers spanning the past two to three years.

The complaint has been escalated externally due to alleged conflicts of interest that the whistleblower says prevent fair internal review.
